No idea why it keeps going down other than the db connection getting dropped for some vague reason.

Look for the User Richard Haselgrove as he has helped Boinc Admins in the past, don't know if this is her perview but it's worth a text.

Are any of these problems affecting stats reporting? Not seeing any at wuprop for a couple of days.

It's probably a few things and it probably starts with not purging the database with all those old tasks still in the database.

Id suspect bots are hitting the host pages viewing all the historical completed tasks so hard the server can't handle that many database connections and causing issues.

I've got over 400k. Loading the tasks pages takes a really long time.

Also, the stats exporting stopped back on the 12th.
